The Problem (Lack of Transparency)
We, the concerned parents, guardians, and community members of this Perry Local School District, demand an immediate halt to the newly proposed elementary student ability grouping plan. This major shift in classroom instruction and student placement is being implemented by the administration without proper notification, explanation, or justification to families. Decisions regarding our children’s daily learning environment are being made behind closed doors, completely bypassing the essential partnership between schools and families.

The Impact (Why It Matters for Elementary Students)
Academic tracking and rigid ability grouping at the elementary school level can have profound, long-lasting impacts on a young child's social, emotional, and academic development. Research shows that early labeling can create harmful stigmas, lower student self-esteem, and limit academic growth before children even reach middle school. There is also concern around moving students up or down levels as the school year goes on. Students will have to learn how to interact with new students and a new teacher with new expectations and rules. Kids are resilient, but how much is too much? Implementing such an impactful system without presenting the underlying data, the exact placement criteria, or a clear appeals process is a direct violation of standard parental transparency and collaboration guidelines. 

The Call to Action (What We Demand)
Therefore, we request that the District Superintendent and the Board of Education immediately pause the rollout of all ability grouping practices at the elementary level. We demand that the administration host a formal, public town hall meeting before any changes take effect. This forum must explicitly outline the educational goals of the program, define how students will be evaluated and moved between groups, and provide families with a clear process to opt-out or appeal their child's placement.
