Petition for Transparency, Accountability, and Fair Governance in Turtle Creek Neighborhood Association

Petition Statement
We, the undersigned homeowners and residents of Turtle Creek, respectfully submit this petition to express our concern and discontent with the current leadership and governance practices of the Turtle Creek Neighborhood Association.

Our community deserves an association that operates with transparency, fairness, accountability, and respect for the homeowners it represents. Unfortunately, many residents have experienced or observed ongoing concerns involving lack of communication, limited transparency, inconsistent responsiveness, and enforcement practices that appear unfair, unclear, or selectively applied.

This petition is not intended to attack any individual personally. Rather, it is a collective request for better governance, stronger communication, fair treatment of all homeowners, and a leadership structure that reflects the interests of the entire community.

Areas of Concern
We are requesting that the Association address the following concerns:

Lack of Communication
Homeowners have experienced difficulty receiving timely responses, clear answers, and meaningful communication from the Association regarding neighborhood matters, enforcement concerns, meeting requests, architectural issues, and community decisions.

Lack of Transparency
Homeowners deserve reasonable access to information about HOA decisions, meeting minutes, budgets, expenses, legal fees, enforcement actions, architectural review procedures, and other matters affecting the community.

Unfair or Inconsistent Enforcement Practices
Enforcement of covenants, architectural rules, and community standards should be fair, uniform, timely, and free from selective treatment or personal bias. Homeowners should not feel targeted or treated differently from similarly situated residents.

Use of HOA Funds
Association funds should be used responsibly and in the best interest of the community as a whole. Homeowners deserve transparency regarding legal expenses, administrative costs, and whether funds are being used to improve the neighborhood or pursue disputes that could potentially be resolved through reasonable communication and compromise.

Need for Community Input and Accountability
Homeowners should have a meaningful voice in major decisions affecting the neighborhood, including governance structure, board elections, enforcement priorities, community improvements, and the overall direction of the Association.

Requested Action
We respectfully request that the Turtle Creek Neighborhood Association Board take the following actions:

1. Schedule a properly noticed special community meeting open to all homeowners.
2. Place HOA governance, transparency, communication, enforcement practices, legal expenses, and board accountability on the meeting agenda.
3. Provide homeowners with access to relevant HOA records, including meeting minutes, financial records, legal expense information, architectural review records, and enforcement policies, subject to any lawful limitations.
4. Clearly explain the current leadership structure, board member roles, terms, election procedures, quorum requirements, voting procedures, and any process for removal or replacement of board members.
5. Allow homeowners to raise concerns, ask questions, and provide documented experiences regarding Association communication, enforcement, transparency, and decision-making.
6. If permitted by the governing documents and applicable law, allow the membership to vote on whether changes to the current Board leadership are necessary, including the potential removal and election of Board members.
7. Ensure any election, vote, ballot collection, ballot counting, and certification process is handled by independent parties to promote fairness, transparency, and confidence in the outcome.

Purpose of This Petition
The purpose of this petition is to encourage constructive change within our community. We believe Turtle Creek can be a stronger, more unified neighborhood when homeowners feel heard, respected, and fairly represented.

We are asking for transparency, accountability, fair enforcement, responsible use of HOA funds, and leadership that works with homeowners rather than against them.

By signing this petition, we are requesting that the Turtle Creek Neighborhood Association take these concerns seriously and schedule a formal community meeting to address them.
