Phoenix VA Police Kept One Official — and Compromised the Entire Department

DATELINE | WHERE YOUR TAX DOLLARS WENT: The Phoenix Veterans Affairs Police Department did not need a scandal in every rank. It needed "one" official with substantiated racial and sexual harassment findings left in command. Phoenix VA Healthcare System (PVAHCS) Executive Leadership allowed it. The Office of Operations, Security, and Preparedness (OSP) inherited it. They still appear to think FOIA delays and Privacy Act redactions can outrun a search engine. They are late.

YES. ONE OFFICIAL CAN DO IT.

A police department is not compromised by rumor. It is compromised when the person with the findings keeps the authority & power.

The Math Is Ugly And Simple

They Left The "R.O.T." In The Bag. The Other Apples Never Had A Chance.

One R.O.T.T.E.N. apple does not stay a single apple. Left in the bag with no intervention, it rots the others. It corrupts the fruit around it. Then it takes the whole bag.

That is enough. The rest of the department has to work around the official. Officers learn who is protected. Complaints come back in-house. The public is asked to trust a force that would not move its own problem.

The Small Town Belonged To Him

Sheriff Will Teasle said it plainly: “It’s my town.” He did not need a good reason. He needed a town that would not overrule him. His whole power was this: the place belonged to him, and everyone else was passing through. A small-town sheriff survives on loyalty. So does a compromised police command within the Department of Veterans Affairs. Even Teasle never had a billion-dollar federal agency behind him. The Phoenix VA Police command does.

The Department Becomes The File

After that, every new case attaches to the same center of gravity. The official is no longer just an employee. He is the standard the institution chose.

THREE OFFICES. ONE REFUSAL. INACTION.

This did not stay inside the police shop.

PVAHCS Executive Leadership Kept the Official

The department and the PVAHCS Executive Leadership Team had the findings and kept the official anyway. Substantiated sexual harassmentsimulating masturbation behind a young female employee, in front of subordinates (HPP Case No. 6210) — and he was retained. Substantiated racial harassment (FAD Case No. 200P-644-2022-147530), and he was retained, never demoted, but promoted by the agency to Acting Chief of Police on numerous occasions. Command-level leadership stayed with the official who should have lost it. That decision trained the building:

  • The record is optional. The chair is not.

PVAHCS Executive Leadership Allowed It

One of the Associate Directors signed the memorandum on September 20, 2023, sustaining conduct of a sexual nature after a Harassment Prevention Program investigation was completed (HPP Case No. 6210). Within 23 days, that office was also on notice of a Civil Rights Act of 1964 violation against a former Black officer (FAD Case No. 200P-644-2022-147530). He was retained. Directors and associate directors still sat with the official in the mornings and treated a disqualifying record as a scheduling detail.

OSP Inherited The Problem And Has Not Cut It Loose

National police oversight was supposed to be the reset. OSP executives were sent the evidence. They still allowed the official to stay. So far the national overlay looks like a forwarding address. The official remained. The pattern remained. The public record got longer. Retained. Again.

THEY ARE PLAYING A DEAD GAME

The old concealment kit still gets used like it is 1998.

FOIA. | Privacy Act. |Wait Them Out.

Make the requester wait months.

Redact the file to death.

Call it pending.

Hope the employee quits, the reporter moves on, the Veteran never sees it.

That used to work when the truth lived in a cabinet.

The Index Does Not Care About Your Timeline

A petition update, a docket number, a Final Agency Decision, an HPP memorandum, an open letter — once those are public, they do not expire when an investigator misses a deadline. Search-engine indexing does the rest: the department’s name, the findings, and the failure to act get permanently attached. Search does not need a completed FOIA production to know Phoenix VA Police is now tied to the misconduct.

They thought delay was a cover.

Delay is just a timestamp.

THIS IS HOW A WHOLE DEPARTMENT GETS BRANDED

Readers do not have to be told to look anyone up. The institution already did that job for them.

When The Agency Refuses To Separate Itself, It Becomes The Result

Phoenix VA Police is no longer just a campus force. In the public record it is the department that kept a substantiated racial and sexual harasser in command and then asked Veterans to trust the badge. PVAHCS Executive Leadership is the office that saw the findings, signed the paperwork, and left the official in the room anyway. OSP is the national overlay that inherited a compromised shop and treated the inheritance like a filing error. One official did not seize the department. These offices handed it to the official— then tried to hide the receipt.

FINAL THOUGHTS: WHO IN POLICE LEADERSHIP THOUGHT THIS WAS A GOOD IDEA?

Who inside Phoenix VA Police management decided it was a good idea to keep a federal law-enforcement official — substantiated by its own agency for racial bias against a Black officer and for sexual harassment— in a supervisory seat at all?

Will Management Stay Liable For Keeping Him?

And will that same management stay vicariously liable for leaving in power an officer with a confirmed Title VII violation of the Civil Rights Act of 1964, plus substantiated sexual harassment for "simulating masturbation" behind a young female employee?
