I am a resident of Lawrence County, Kentucky, and a witness to an ongoing tragedy. Since September 26th, two huskies in our community have been subjected to neglect and abuse. Despite numerous pleas from myself and at least 11 other concerned neighbors, our animal control officer Jessica Perry, along with her superior Judge Executive Phillip Carter, have failed to intervene.

These dogs are suffering. They've had diarrhea for over a month without receiving any veterinary care. Their living conditions are deplorable; they lack proper shelter or straw bedding. They receive food and water only once per day and are often tangled up in their leashes so tightly that they can't move more than two feet.

We have provided more than 40 videos documenting this neglect as evidence to the authorities but were dismissed with claims that these videos were old or staged - which is simply untrue. ACO claims that no neglect or abuse is happing. She also states that no laws are being broken and that’s not true. Ky law states an outside animal has to have access to food and water at all times And these dogs go 18 plus hours with neither. ACO officer Jessica Perry hasn’t even fined these owners. These dogs cry and bark all day and night. There is a video of the male licking the rain off his crate cause he had not had water in 18 plus hours. Cops have been called so many times they have threats to start arresting the callers for making a false police report. Which it isn’t a false report when they dogs have not had food or water since 10 am and this was 10:30 pm. The cops told my neighbors they were tired of getting calls on these dogs and that’s the next time any of us called them they would start arresting us. Someone need to pay for allowing these dogs to be neglected and abused for almost 2 months. 

This situation is not just about these two dogs; it's about the integrity of our local government officials who should be protecting all members of our community - humans and animals alike.

It's time for change in Lawrence County. We demand that Jessica Perry & Phillip Carter be removed from their positions due to their negligence towards animal welfare issues in our county.
