The Issue

The Demand: We, the undersigned, demand the immediate termination of Arkansas State Police Trooper Moises Arellano and the permanent revocation of his law enforcement certification. Administrative leave is an insufficient response; an officer who uses such disproportionate and violent force against an unarmed teenager has forfeited the privilege to wear a badge or protect the public.
Why This Matters: On August 1, 2026, near Manila, Arkansas, 18-year-old Alisa Hackett was pulled over during a routine traffic stop. Dashcam footage recently released to the public reveals a deeply disturbing and unjustifiable escalation of force by Trooper Moises Arellano.
The footage shows Trooper Arellano ordering Hackett to place her hands on the trunk before suddenly throwing her down onto the pavement. While pinning the teenager to the ground, Arellano ordered her to roll onto her stomach. When she did not immediately comply, he delivered a closed-fist punch directly to the left side of her face. In his official report, Arellano explicitly admitted to using a "closed-fist strike" simply to gain compliance because she pulled her arms away.
Furthermore, the video captures the trooper drawing his Taser, pointing the laser at her, and threatening her by stating, "I'll punch you again if you don't f***ing turn around."
Trooper Arellano’s actions demonstrate a profound lack of the restraint, judgment, and de-escalation skills required of law enforcement officers. Resorting to physical violence and closed-fist strikes against a pinned, unarmed teenage girl during a traffic stop is a severe violation of public trust and basic civil rights.
As civil rights attorney Ben Crump noted in a federal lawsuit filed on behalf of Hackett, "If you cannot handle a teenage girl without taking her to the ground, cursing at her, and punching her in the face, you should not be wearing a badge."
An internal use-of-force investigation by the Arkansas State Police Office of Professional Standards is currently underway, but as of mid-August 2026, Trooper Arellano remains on the job.

We call upon Arkansas State Police Director Colonel Mike Hagar to immediately terminate Trooper Moises Arellano for egregious misconduct. Furthermore, we call upon the Arkansas Commission on Law Enforcement Standards and Training (CLEST) to permanently decertify Arellano, ensuring he can never work in law enforcement anywhere in the state of Arkansas again.
