Two days later a park ranger found him.
Deceased.

Yet, despite being so loved and well-known in his community, his family is left with an overwhelming sense of loss compounded by the nebulous circumstances surrounding his death.
This family is not alone. Countless families across Mississippi, and indeed the nation, find themselves trapped in agonizing limbo when a loved one goes missing under unexplained conditions. Our current systemic response often fails them at the moment they need it most, lacking transparency, expediency, and thorough investigation, leaving families in the dark.
We must enact the 'Nolan Wells Rule' to ensure that no family is ever left without answers again. This rule would mandate a comprehensive, national standard for how missing persons cases are handled—requiring transparency from law enforcement, timely updates to families, and the gathering of all necessary stakeholders, including forensic experts and local communities, to bring these cases to light.
The Nolan Wells Rule should require:
A designated family liaison responsible for providing consistent updates throughout an investigation.
Timely notification of immediate family before significant investigative findings are publicly released, whenever legally permissible.
Clear documentation identifying the lead investigative agency, potentially time-sensitive evidence, and other agencies, laboratories or medical examiners involved.
A written explanation of investigative findings and the basis for closing or materially changing the status of a case, subject to legitimate legal and privacy limitations.
A clear process allowing families to request available case information, submit questions and seek appropriate review of unresolved concerns.
Consistent standards for missing-person and unexplained-death investigations so families are treated with dignity, fairness and respect.
Before a case is closed or materially reclassified, an opportunity for the family to receive a meeting and written summary explaining the findings, limitations and significant unanswered questions, where legally permissible.
A clear distinction between a death being classified as “undetermined” and an investigation being “closed.” An undetermined cause or manner of death should not, by itself, prevent consideration of credible new evidence.
