We, the residents and stakeholders of Johnson City, TN, petition the Johnson City Board of Commissioners to immediately remove City Manager Cathy Ball from her post due to an ongoing pattern of public deception, gross financial mismanagement, and a total collapse of administrative accountability. Our city deserves transparent, ethical, and fiscally responsible leadership. Under City Manager Ball’s tenure, our community has been subjected to a series of scandals and administrative failures that have shattered public trust: The Sean Williams Condo Deception:  Federal court filings and subpoenaed text messages cast severe doubt on City Manager Ball's public claims regarding her 2022 contract to purchase an off-market penthouse from fugitive child sex offender Sean Williams. While she claimed she immediately withdrew her offer upon discovering his fugitive status, records indicate she actively pursued the deal up until the seller stopped responding. Furthermore, she utilized local police resources to run neighborhood crime reports on the property while the department was under intense scrutiny for protecting Williams. Fiscal Mismanagement and Extreme Tax Hikes: Residents are facing an unprecedented 28-cent property tax hike, heavily driven by a $30 million legal settlement paid to Sean Williams' victims, which depleted the city's stabilization reserves. Despite this crisis, City Manager Ball’s office has prioritized multi-million dollar spending on non-essential projects like a $37 million aquatics center while local business owners and residents call for cuts to administrative bloat.Lack of Public Accountability: From enforcing a controversial 1:00 AM "last call" mandate without community collaboration to weaponizing administrative delays to pause crucial internal affairs investigations into police misconduct, the current administration continuously alienates the public it is meant to serve. The City Manager serves at the pleasure of the Board of Commissioners. We call upon our elected commissioners to execute their oversight duties, protect the integrity of Johnson City, and remove Cathy Ball from office immediately.
