The Issue
I am a longtime resident of San Anselmo, deeply rooted in the community. The recent events involving Central Marin Police Corporal Kevin Sinnott have left me concerned and alarmed. His excessive use of force and alleged perjury during the arrest of Bruce Frankel are not only unacceptable but also a breach of our trust.
We, the undersigned, hereby petition for the immediate termination of Corporal Kevin Sinnott from his position within the Central Marin Police Authority. It has become increasingly evident that Corporal Sinnott's actions are not only a threat to public safety but also a severe breach of trust and ethical conduct within our community.
Corporal Kevin Sinnott's history of alleged police misconduct, particularly exemplified in the recent incident involving Mr. Bruce Frankel, is deeply concerning. Mr. Frankel, a San Anselmo resident, was subjected to excessive force and wrongful arrest while he was experiencing a medical emergency – a grand mal seizure – within his own home. Despite the clear indication of a medical crisis, Corporal Sinnott's response was not only inadequate but also resulted in further harm to Mr. Frankel.
This incident is not an isolated one. In the past, Corporal Sinnott has been accused of engaging in excessive force, as evidenced by his involvement in an incident in September of 2019, where he and another officer performed a leg sweep on a disabled man delivering pizza, causing severe injury. These repeated instances of alleged misconduct paint a troubling picture of Corporal Sinnott's approach to law enforcement and underscore a pattern of behavior that cannot be ignored.
Furthermore, the subsequent actions taken by Corporal Sinnott and his colleagues, including the alleged cover-up of their misconduct, only serve to exacerbate the severity of the situation. The failure to properly assess and respond to medical emergencies, as well as the misuse of force, reflects a fundamental disregard for the well-being and rights of the community members these officers are sworn to protect.
We call upon the Central Marin Police Authority and the city managers of San Anselmo (David Donery), Larkspur (Dan Schwarz), and Corte Madera (Adam Wolff) to take swift and decisive action in response to these serious allegations. I include the city managers because according to the U.S. Commission on Civil Rights, "the chief executive officer (mayor or city manager) or his designee is not only granted the power to appoint and dismiss the chief of police at will but sets the tone for the conduct of the entire force".Corporal Kevin Sinnott's continued presence within the department undermines public trust and poses a significant risk to the safety and rights of community members. Therefore, we demand that Corporal Sinnott be immediately terminated from his position, and that a thorough investigation be conducted into the actions of all officers involved in the aforementioned incidents.
The residents of San Anselmo, Larkspur, and Corte Madera deserve a police force that upholds the highest standards of integrity, accountability, and respect for human rights. It is imperative that swift and meaningful action be taken to address the misconduct within the department and to ensure that incidents like those involving Corporal Kevin Sinnott are not repeated in the future.
