In one of the conversations from the city they mentioned that the capital improvements showed all was well.  
It’s interesting that this bond was posted 5 years before they flooded our home and all these back flows were added along Renner after our flood.  The first picture is broken street that was brought to the city years before our flood and discounted.  The sewer line runs under this.  It’s been patched many times and keeps falling in.  It’s wet at times, when it has not rained for weeks.
