The Issue

To the Big Spring City Council, City Manager, and City Water Department:

We, the undersigned residents, businesses, healthcare providers, and water customers of Big Spring, Texas, respectfully request immediate action to improve the quality, reliability, transparency, and safety of the City’s municipal drinking-water system.

Residents throughout Big Spring have experienced recurring brown, yellow, rusty, cloudy, or otherwise discolored tap water. This appears to be a community-wide concern rather than an isolated problem affecting only one residence or neighborhood.

Recurring discoloration may be associated with sediment, iron, manganese, corrosion, aging water mains, storage-tank conditions, water age, pressure changes, inadequate flushing, main breaks, treatment changes, or other distribution-system conditions. Residents deserve clear information about the cause and a permanent plan to address it.

The municipal water system also supplies healthcare facilities, including a dialysis facility that depends on reliable and appropriately treated source water to provide life-sustaining medical care. Water quality, temperature, pressure, and service interruptions can create additional risks for these facilities and the patients they serve.

We respectfully request that the City of Big Spring:

  1. Conduct and publish a comprehensive investigation into recurring discolored water throughout the city.
  2. Publish a map and summary of water-quality complaints by date, general location, type of complaint, suspected cause, and resolution.
  3. Test representative locations throughout the distribution system for turbidity, iron, manganese, disinfectant residual, TTHMs, HAA5, bacteriological indicators, and other relevant water-quality parameters.
  4. Review the condition, age, material, failure history, and replacement priority of the City’s water mains.
  5. Inspect and maintain storage tanks, reservoirs, and other facilities for sediment accumulation, water-age concerns, inadequate turnover, or other conditions affecting water quality.
  6. Publish the City’s flushing procedures, schedules, locations, and results, including how the City determines whether flushing has resolved a discoloration problem.
  7. Develop and publish a written, funded plan to replace or rehabilitate aging or deteriorated water infrastructure.
  8. Identify water-system improvements that have been deferred, delayed, rejected, or left unfunded, and explain the reasons for those decisions.
  9. Improve public notification regarding water-main breaks, flushing, treatment changes, boil-water notices, water-quality events, and other conditions that may affect customers.
  10. Establish a formal communication protocol for dialysis facilities, hospitals, nursing facilities, and other critical healthcare customers.
  11. Monitor and investigate unusually elevated municipal water temperatures, pressure fluctuations, service interruptions, and other conditions that may affect residents or healthcare facilities.
  12. Provide regular public updates to the City Council and residents regarding complaints, testing, infrastructure conditions, corrective actions, project schedules, and funding.
  13. Hold a public meeting specifically addressing recurring discolored water and the City’s plan for permanent corrective action.
  14. Coordinate with the Texas Commission on Environmental Quality and other appropriate agencies to ensure that all applicable drinking-water requirements are met.

We are not asking for temporary explanations alone. We are asking for measurable, transparent, and permanent improvements to Big Spring’s municipal water system.

Residents should be able to turn on their taps without repeatedly encountering visibly discolored water. The City should provide timely information, investigate the underlying causes, prioritize necessary infrastructure improvements, and protect customers who depend on reliable municipal water service.

We respectfully request that the City Council acknowledge this petition publicly and provide a written response describing the actions the City will take, the responsible departments or officials, anticipated timelines, and available funding.
