The residents of Richmond and surrounding localities have been grappling with significant water supply issues due to a pipe failure caused by the recent winter storm. This crisis has necessitated the practice of filling bins and boiling water, despite the conditions leading to the problem being no fault of their own. It is only just and fair that the water bill for the month of January be cancelled in response to this inconvenience.

According to the Environmental Protection Agency (EPA), an average American household uses about 88 gallons of water per person each day. With the added use of water to fill bins and boil due to the piping failure, the residential water usage has unnecessarily increased. By cancelling the water bill for January, the city of Richmond would be easing the financial burden placed on its residents while they navigate this difficult situation.
