We’re making a short documentary that exposes the problems at the USDA. This will be an educational tool for the public, the media, and members of Congress. 2). We are joining with other nonprofit groups to sue the USDA over its deleted puppy mill database. 3). CAPS is starting a campaign of relentless pressure on Congress and the USDA, and we won't stop until the USDA begins to fully enforce the Animal Welfare Act.
