Currently, DCOA employees have access to City of Abilene health plans, their positions are listed as city positions on the City of Abilene website, they use public money to promote the City of Abilene but the city's position is that they are a private entity.

I have asked if the City of Abilene has requested a ruling on the status of DCOA employees by the Texas Workforce Commission Tax Department. The question was evaded and unanswered. 

This ruling would help clarify who oversees the DCOA and how their employees are classified. It would also clarify who has oversight responsibility of the multimillion-dollar, public money budget that the DCOA oversees. 

Therefore, I would like to formally request that the City of Abilene request a ruling from the Texas Workforce Commission Tax Department as to if the DCOA employees are in fact, employees of the City of Abilene.
