The Issue

For fifty years, the American people have asked for a mechanism. This is it.

Government has become a market, and the People are priced out. Seats financed by corporate money. Votes priced by influence. The People's half of Congress turned into a place where ordinary citizens are spectators in their own government. And the same faces sit there for thirty years, because nothing in the system tells them to leave. Nobody voted for that. The founders did not intend it.

We are not asking to burn it down. We are handing you the mechanism.

We, the undersigned citizens of the United States, respectfully petition the Congress of the United States — pursuant to our First Amendment right to petition the Government for a redress of grievances — to propose, under Article V of the Constitution, the People's Amendment.

IT DOES THREE THINGS, AND THEY ARE THE WHOLE OF IT.

ONE: Nobody elected stays forever. Three terms, and never more than twelve years, in any elected office in the United States — the Senate, the House, the presidency, every office. No more careers built on a public seat. This is the first thing, because it is the thing everyone already agrees on.

TWO: A House of the People. A new chamber of Congress, elected from every walk of life — a teacher, a truck driver, a nurse, a retiree. No wealth test, no fame test, no party test. It is a House the People actually belong to, and it sits with the chambers you already have.

THREE: No corporate money may enter it. No corporate contribution, no business money, no bought interest, by law. Campaigns funded equally from the public treasury, every dollar disclosed within 48 hours. The People's House is the one room in Washington that money cannot buy its way into.

And the House you already have stays exactly as it is: same districts, same elections, same powers. Nobody loses a seat. Nobody loses a vote. What changes is honesty — it is named at last as the chamber of business and money, because pretending otherwise is how we got here.

To make that House matter, every bill must pass all three chambers — the People's House, the House of Representatives, and the Senate. No chamber acts alone. Conference settles disagreement. One voice of the Congress to the President.

WHY AN AMENDMENT, NOT A BILL

Because a bill cannot do this. The Supreme Court has said so directly: limits of this kind can only be written into the Constitution's own text (U.S. Term Limits, Inc. v. Thornton, 514 U.S. 779). We are not asking Congress for a favor. We are filing for redress.

WHAT WE ARE ASKING

We are not asking Congress to agree with us. We are asking Congress to propose this amendment and let the States — and the People — answer it on the record. Thirty-eight states must ratify. That is a deliberately high bar, and we say so out loud. We promise no outcome. We promise the mechanism, and a place to put your demand that does not evaporate.

We are not at war with business. We are ending the arrangement in which business owns the People's half of the government. We do not attack a party, a person, or a company. The target is the structure — never the occupants.

On money, one line and no more: we will publish where every dollar goes.

We the PeoplePetition StarterHi, I 'm Bill. I'm a real human from Seattle. I'm personally filing a grievance with our government. We are entitled by constitution. I ask nothing financially of you, just your good name to stand behind me as I demand to be heard!
