All across the nation, numerous animals are kept outdoors without access to proper shelter, adequate food, and fresh water. The lack of appropriate laws in this reguard results in many animals suffering, especially during harsh weather conditions. I am an ordinary citizen who has witnessed an extraordinary lack of compassion towards animals kept outside over and over again. I've seen animal control officials treat these situations with a disregard that is heartbreaking. Dogs, skinny to the point where their ribs were visible, left outside in harsh, freezing conditions with minimal shelter. There are numerous instances where even after making calls to animal control, their response has been inadequate. A little bit of food thrown down and then nothing; no further support or rescue. It's time we took a stand for these innocent animals.

These laws should mandate the provision of food, and fresh water regularly, without fail.

The enforcement of these laws must be strict, with thorough follow- ups, and penalties to ensure that they are upheld. Let every animal have the right to lead a life of dignity, free from suffering. Such regulations will not only improve animal welfare but also promote responsible pet ownership.
