Demand Stricter Animal Protection Laws in Manila
The Issue
Every year, thousands of animals in Manila suffer from neglect and abuse. According to the Philippine Animal Welfare Society (PAWS), they have handled 95-98% of conviction rate in the cases they handled. This petition was triggered by an incident which involved the killing of a beloved golden retriever named Killua. Killua's owner found his lifeless body in a sack not long after Killua went missing. As responsible pet owners and compassionate citizens, it is our duty to report animal cruelty and advocate for stronger laws to protect these innocent lives.
Republic Act 8485, as amended by Republic Act 10631, establishes penalties for animal abuse. It is against the law to kill "any animal other than cattle, pigs, goats, sheep, poultry, rabbits, carabaos, and horses." Torturing or mistreating an animal is also forbidden, as is entering a dogfight or putting a horse in a horsefight. The legislation makes several exceptions, such as when an animal is sick or is killed as part of a religious ceremony. The current penalties for animal cruelty are insufficient to deter offenders or provide justice for the victims.
