Unfortunately, Hout will not be charged. Here's what the police said, 'Animal Task Force looked into the matter — obviously they saw the video the public had seen. They determined it didn't rise to the level of animal cruelty.' This is THE PROBLEM. What exactly does a person need to do for it to be considered cruelty? If a person was treated this way, it would be deemed abusive, but if a dog is hit, it's not cruelty? Hout may not have been charged, but she should still be punished by the public court. WE NEED TO SHUT HER CHANNEL DOWN!
