As a community member of animal shelters in California, I have witnessed first-hand the harsh realities that our animals face. These shelters are significantly understaffed and overcrowded making living conditions fathomably grim. Dogs see the outdoors, a small yard, for about 20 minutes every two weeks to a month. This is simply not enough and the resultant stress leads to self-harming behaviors in many animals. I urge to bring about a change.

Change is necessary for the betterment of these innocent lives. We implore that reforms are made to these shelters. This includes larger living spaces which will reduce stress and overcrowding, guarantee of regular outside roaming time, socialization and obligatory walks. Specifically, dogs identified as high risk should receive training and therapeutic interactions to help rehabilitate them - this would greatly enhance their chances for successful adoptions.

It is no secret that happier animals present better and are subsequently more likely to be adopted. Therefore, these reforms are not only for the betterment of their lives but to increase their chances at finding a loving home. The American Society for the Prevention of Cruelty to Animals (ASPCA) estimates that approximately 3.3 million dogs enter U.S. animal shelters nationwide every year, and of these, nearly 670,000 are euthanized. This problem is particularly pronounced in California, where overcrowded shelters see more animals euthanized than in some other states.

We propose a new framework, where shelter reform includes stipends or incentives for skilled trainers to volunteer or work at reformed facilities. This would attract well-trained individuals who can make a substantial difference in the lives of these animals. More importantly, we propose that the archaic housing system of shelters which allows for a 6 foot by 3 foot cage or “kennel” to house 2 or more dogs, be replaced by a larger room of at least 10 feet by 8 feet with easy access to a dog run so the dogs can explore more freely, resulting in less depression, anxiety and self-harm.
