Over the past six months, the Sacramento City Council has presented several immigration platforms, resolutions, and even an ordinance. Unfortunately, none of these measures have adequately addressed the urgent need to defend our communities against the increased aggressions of ICE under the Trump administration. As an organization we are deeply concerned for the safety and well-being of our immigrant communities, many of whom are living in constant fear of deportation and harassment.

In response, over 20 organizations apart of SAC4Sanctuary* have united over the past couple of months and are dedicated to advocating for policies that genuinely protect our immigrant neighbors. We need commitments from our city officials: 

1. No collusion with ICE or sharing our data with them
2. No cover-ups of the collusion
3. No crowd control of protestors and legal observers outside the Federal Building/ICE field office
4.  Real consequences for violators of Sanctuary protections

We evaluated all of the different pieces of policy passed by council and saw them falling short of these demands because of their lack of transparency and accountability. We also demand crucial funding for immigrant support services like the FUEL network when dealing with immigration proceedings we can’t legally prevent.

Timeline & Summary of Passed Policies

• 05/01/2017–Sacramento Sanctuary City Resolution (reaffirmed)
  Stated Intention: To stop City officials and resources from being used for immigration enforcement activities
  Problem: There is no transparency or documentation process for if/when the resolution is broken. There are no enforceable accountability measures for violators of the policy. Sacramento’s Police Department (SPD) is violating the constitutional rights of protestors and legal observers outside of the John Moss Federal where a local ICE field office is operating.
• 01/27/2026–Immigration Platform Resolution
  Stated Intention: Due to the SPD’ violations of Sanctuary City policy, council included specific language stating that  the federal and state constitutional rights of  protestors are protected.
  Problem: There are no real consequences for when SPD violates Sanctuary City policy by citing and brutalizing protestors outside of the federal building. Violations and harm continue.
• 06/23/2026–Ordinance Prohibiting the Use of City Facilities/Property Related to Immigration Enforcement
  Stated Intention: Passed  an “ordinance” to prohibit use of physical city property for civil immigration enforcement.
  Problem: This ordinance excuses itself from liability and does not allow for private right of action.
• 06/23/2026–Community Immigration Action Plan
  Stated Intention: Council’s response to community cries to prepare the community for if ICE operations take over the city. It compiles all existing immigration-related policies in one document, but contains no new measures or resources
  Problem: No tenant protections offered, no increase in funding to immigrant support services, no civil penalties for violators.

Despite stated promises that Sacramento is a “Sanctuary City”, our city resources and data are continuing to be shared with ICE. The Sacramento Police Department participates in federal task forces, like the Joint Terrorism Task Force, and more recently the Central California Intelligence Center, which collaborate with and share data with federal law enforcement including ICE and Department of Homeland Security. We demand absolutely NO COLLUSION and that means no city resources or data are shared with ICE. The City and Sacramento Police Department must end all data sharing and partnerships with ICE!

Join us in pushing the Sacramento City Council to pass stronger and more effective sanctuary policies. We demand measures that hold authorities accountable, prohibit any city resource from being used in collaboration with ICE, and provide genuine safe havens for those at risk.
