Demand Real Reform in Welsh Rugby – No More Half-Measures from the WRU

The Issue

Welsh rugby is at a critical juncture. Concerns have been raised about the governance, financial management, and talent development structures overseen by the Welsh Rugby Union (WRU). Many within the rugby community believe that the current system is not delivering the best outcomes for the sport at all levels—from the national team to grassroots clubs.

To ensure transparency, accountability, and long-term sustainability, we, the undersigned, call for the Welsh Government to commission a fully independent review of the WRU. This review should assess governance structures, financial transparency, talent pathways, and long-term strategic planning. Crucially, it must be conducted by external experts with no direct ties to the WRU or political stakeholders, and its recommendations should lead to enforceable reforms.

Key Areas for Review

1. The Regional Model & Financial Management

The current regional structure has faced challenges in maintaining competitiveness in domestic and European competitions.

There are concerns over financial sustainability, funding allocation, and the balance between executive expenditure and regional support.

A review should examine whether the existing model best serves Welsh rugby’s long-term interests and identify potential improvements.


2. Talent Pathways & Selection Processes

Ensuring fairness and transparency in player selection is crucial for long-term success.

There have been concerns that selection for age-grade teams may not always be based solely on merit.

A review should assess how the WRU and regional systems identify and develop talent, ensuring all young players have equal opportunities regardless of background.


3. Refereeing Development & Standards

Developing high-quality referees is essential for the integrity of the game.

Some have raised concerns about the current fast-tracking approach and whether it allows referees to gain sufficient experience before officiating high-level matches.

A review should examine the refereeing pathway to ensure it maintains high standards and supports both emerging and experienced officials.


4. Governance Transparency & Fan Engagement

Effective governance requires accountability and representation from all levels of the game.

Greater transparency in financial decision-making and strategic planning is needed.

A review should consider whether fan, club, and regional representation could be strengthened within the WRU’s decision-making structures.


5. Grassroots Rugby & Club Infrastructure

Many clubs have reported financial challenges, infrastructure concerns, and declining youth participation.

A review should assess the level of support provided to grassroots rugby and whether improvements can be made.

We urge the Welsh Government to commission an independent review with the following conditions:

1. Led by an External Body – The review must be conducted by independent experts with no direct ties to the WRU. Suitable organisations could include:

Sport Resolutions UK (independent sports governance watchdog)

Transparency International (global anti-corruption organisation)

International rugby governance experts from nations with successful rugby structures

 

2. Full Public Disclosure – The review’s findings should be published in full to ensure transparency.


3. Inclusive Consultation – The review must include input from all stakeholders, including grassroots clubs, regional teams, referees, former players, and fans.


4. Actionable & Enforceable Reforms – The Welsh Government should commit to implementing the recommendations to ensure meaningful and lasting improvements.
