Demand Oversight and External Audits for North Bay Animal Services

The Issue

I am a victim of the unprofessional practices at North Bay Animal Services (NBAS) in Petaluma. My dogs were taken from me, six 4-week old pups were kept by NBAS, my dog was fixed while she still had milk in her, and one of my dogs was killed by an overdose. Furthermore, there is an untreated giardia outbreak at the facility. The director of NBAS, Mark Scott, and his team are operating without proper licenses or veterinary training.

This situation is not just personal to me but also a matter of public concern for all residents in Sonoma County who care about animal welfare. We demand oversight for animal services and external audits from out-of-county organizations that are not chosen by the animal shelters themselves. This will ensure transparency and accountability.

We call on authorities to investigate North Bay Animal Services thoroughly - audit all records and licensing to confirm whether they have the educational background from accredited educational institutions as well as proof of all live outcomes.

A lot has happened, its now 2025 I have learned a lot since the time I created this some good some not. I try to focus on the good and find ways that I can change or fix the wrong.

NBAS has enjoyed their cush life doing as they please abusing their power and being protected by cities and towns. out of the dogs that NBAS took in 2024 I got six of the older dogs back but I never saw the baby puppies when the mom came home she looked for her puppies for days walking back and fourth crying she would sit by the gate and wine I was torn on if I should wash everything to the point I got the puppies scent out or not so I did it thinking it would help her but it didnt she still sat and wined little by little she started to come around and wake up less in the night she still had milk coming out when they gave her back it broke my heart but mark scott did not care in fact sue davy had those puppies dished out already and no one was willing to help. to this day my dog is tied to my hip she is my baby she now has a lot of health issues after NBAS fixed her she is overweight but we are working to keep it under control.  I ended up losing the others again because the town of windsor held a fine of 34,000 over me told me they would take my in laws home if i did not get ride of them SCAS took them and whatever was told to them by mark in the end they killed them for aggression when they would never hurt a fly. NBAS and the town of windsor has caused me a lot of pain  pain that for a long time crippled me I lost hope in everything I was scared to love any more dogs but then a switch went off and I knew that if i wanted change i had to be that change so I started my own rescue its been a tough road NBAS and the town of windsor are always harassing me and did fine me 34000 for having more then 4 dogs they have gone out of their way to try and scare off out of county shelters from working with me i am now a 501 c3 but they refuse to respect that and treat me like a criminal I will never stop rescuing I will never turn my back on an animal and i will always fight to make sure no one goes through what I did if I can help it.
