Demand Legislative Action for Child Protection Reform
The Issue
The tragic and senseless murder of 9-year-old Kelsey Ferrington is an unspeakable loss, one that reflects a devastating failure of the justice and child protection systems. This was not merely an unfortunate incident; it was a preventable atrocity committed by a known predator, enabled by legislative gaps and systemic inaction. Jamaica’s children deserve more than our condolences.
This petition, spearheaded by the Female Development World Organization (FDWO), calls for immediate legislative and policy action to address the shortcomings in the current system that allowed this heinous crime to occur. Kelsey Ferrington’s murder is a stark reminder of the urgent need for reform to protect our children from predators who should never have been released without effective monitoring and control.
Statistics show that individuals convicted of sexual offenses against children have a high rate of recidivism. This means that without stringent controls and monitoring procedures, they pose an ongoing threat to our communities. And yet, despite these well-documented risks, our current system fails to adequately monitor these offenders post-release, leading to tragic outcomes such as the one we have witnessed.
We call for the implementation of the following measures:
1. A Mandatory, Public Sex Offender Registry, accessible to all communities, schools, and parents
2. Stricter sentencing and parole oversight for individuals convicted of sexual crimes against children.
3. Electronic monitoring and mandatory psychological evaluation and treatment for released sex offenders.
4Community notification laws to ensure families are informed of known offenders living in their area.
4. Legislative reforms to fill the dangerous gaps in our child protection and criminal justice systems.
5. Emergency child safety task force to review current failures and recommend immediate policy interventions.
Kelsey's death must be the catalyst for change, motivating the Jamaican government and relevant authorities to close the legislative gaps and institute robust policies that ensure no other child suffers such a fate. Our children are the future, and it is our responsibility to protect them from harm.
