The Issue

Last June in the serene community of Swan Lake First Nation, an incident unfolded that has sent ripples of distress and anger through our close-knit neighborhood. A Manitoba First Nations Police Service officer, while on duty, took the life of an innocent dog, which was securely chained up when the shooting occurred. This harrowing event took place right outside a home occupied not only by family members but also by children.

According to the homeowner, the officer initially entered the property under the guise of searching for a family member who was not present. He declared his intent to return with a warrant, yet what transpired next was beyond anyone's imagination. The officer returned later armed with a high powered rifle, a decision that bespeaks premeditation, and proceeded to shoot the dog in cold blood.  This was out of revenge, since the dog had bitten the officer earlier that day.  The dog was defending the family from a cruel officer.  

The Independent Investigation Unit of Manitoba has concluded that no charges will be filed against the officer. However, a recommendation was made for the officer to receive additional training on less lethal methods of force. But how is this justice? How does this prevent future tragedies in our communities?

This petition calls for the Manitoba authorities to take action beyond mere training recommendations. We demand a thorough re-investigation of this case, accountability for the gross misuse of power exhibited, and the implementation of clear policies to protect animals and people, particularly in vulnerable communities such as First Nations territories. Additionally, we urge the introduction of mandatory de-escalation training for all officers to prevent similar incidents from tarnishing the trust between police forces and the communities they serve.

This is not just a call for justice for a dog whose life was taken prematurely, but a call to ensure that our communities remain safe and protected from unnecessary violence and trauma. It is time to demand accountability and transparency in the actions of those tasked with protecting us.
