Demand Justice for the 93 Animals Tortured by a Couple in Lancaster County
The Issue
In April, officers from the Pennsylvania SPCA responded to a home in Columbia, Lancaster County, after concerned neighbors reported troubling conditions. What they found was devastating.
Ninety-three animals — 76 dogs, 15 cats and kittens, and two Flemish rabbits — were living in filth. Officers described foul odors detectable from outside the home, piles of excrement throughout the interior, crates zip-tied shut, and animals coated in fecal matter, suffering from extreme matting, hair loss, and scabbing. A mother German Shepherd and her puppies were crammed into a single crate in a garage. Some animals were so severely matted they could barely move.
Andrew Culp, 42, and Jessica Drexler, 44, now each face 146 criminal charges, including two felony counts of animal cruelty. "Each charge represents an individual animal who was failed," said Pennsylvania SPCA CEO Julie Klim.
And yet — both remain free. A judge set bail at just $25,000 unsecured for each of them. They walked out of their arraignment the same morning charges were announced.
Ninety-three animals suffered. A child was also living in those conditions. The couple faces felony charges. They should not be free on $25,000 unsecured bail.
Sign this petition to demand that the Lancaster County District Attorney pursue the maximum penalties for Andrew Culp and Jessica Drexler — and that Pennsylvania strengthen its animal cruelty sentencing laws so that this level of abuse carries consequences that match the scale of the suffering.
