Four dogs and 18 cats were pulled out of a home on Buffalo's West Ferry Street last week after officers say the animals had no clean water, no food, and were living surrounded by waste in a home with no working toilet. Twenty-two separate charges sound serious, but each one is still just a misdemeanor, the kind of charge that can end in a small fine and little else. Police say more charges could still come, and the Erie County District Attorney's Office should pursue every count to the fullest extent the law allows, so a case this severe doesn't get treated like a paperwork violation.
