A good Samaritan was trying to find out who a stray Golden Retriever belonged to in Chester, Wisconsin. In a horrific turn of events, she was directed to a man named Richard Van Buren. He reached into a car window, pulled the dog out, and strangled it with a leash until it was dead. This beautiful, scared Golden Retriever, who was merely seeking help and safety, met a tragic and unnecessary end.

Animal cruelty remains a heinous crime that demands serious consequences. According to the Humane Society, dogs are the primary victims of animal cruelty, with over 60% of cases involving dogs reported each year. Wisconsin statute § 951.02 clearly defines animal cruelty as an illegal act, punishable by fines and imprisonment. Yet, despite the grievous nature of this crime, there are instances where perpetrators walk away with little more than a slap on the wrist.
