On July 2nd, Joseph Holland of Spring Valley, CA,  tied his dog, Ralph, to the back of his vehicle and drove 30mph, dragging Ralph for miles while bystanders desperately tried to stop him and his car. He was seen laughing while simultaneously dismissing these pleas to stop his vehicle, ultimately resulting in fatal injuries to his dog. 

The unimaginable action of tying a helpless dog to a vehicle and dragging it to the point of death is not only an act of extreme violence but a glaring disregard for the moral standards of our society. Joseph Holland, identified as the individual responsible for this heinous act, must be held accountable TO THE FULLEST EXTENT OF THE LAW for the torture and ultimate death of Ralph.

As of July 7th, Joseph Holland has admittedly come forward to confirm to be the person responsible. Authorities have spoken with Joseph and the investigation is on-going. However, Joseph Holland is not currently detained and continues to walk free. Allowing Joseph to walk freely among the community does not only pose a threat to the safety of animals but potentially humans too. 

Dogs, like Ralph, are more than just pets; they are family members who trust us and rely on us for care and protection. The torment and suffering that Ralph experienced cannot and should not be ignored. We need to be his voice. Allowing such acts to go unpunished sets a dangerous precedent, potentially encouraging similar dreadful behaviors.

Inconsistencies in the prosecution and punishment of animal cruelty can undermine the efforts to protect these innocent beings. It's important for laws to reflect the severity of animal abuse and hold perpetrators fully accountable.

This petition seeks the immediate arrest and prosecution of Joseph Holland for the torture and death of Ralph. We are seeking penalty to the fullest extent of the law.

 Additionally, we are seeking full public access to Joseph Holland’s general information including but not limited to; photograph, full name, date of birth, phone number, address. This will ensure all rescues and animal adoption centers are informed Joseph Holland is unfit to own any animals. The public deserves to be educated and knowledgeable of any and all violent criminals within their community.
