The Issue
She refused to leave her puppies.
Even after four boys beat her and her two-week-old pups with wooden sticks in the streets of Jieyang, China, the stray mother dog stayed by their side. So the boys stabbed her puppies to death in front of her. Then they doused her in gasoline and set her on fire.
She ran through the streets, screaming, burning alive. The boys laughed. They recorded it. They posted the video online to brag.
This was not a moment of impulse. It was sustained, deliberate cruelty — inflicted on a mother trying to protect her children.
The four boys have been sent to a corrective education school. But corrective school is not enough, and it is not justice. China has no national animal cruelty law. Without one, there is no legal framework to charge perpetrators, no deterrent for future abusers, and no protection for the millions of stray and companion animals who share these streets.
We are calling on the Jiedong Branch of the Jieyang Public Security Bureau and the National People's Congress Standing Committee to mandate intensive psychological intervention for all four boys, pursue every corrective measure available under law, hold their guardians fully accountable, and — most critically — enact comprehensive national animal cruelty legislation that protects both stray and companion animals in China.
