The Issue
In June 2025, Chicago Police Officer Krystal Rivera was shot and killed in the line of duty — by her own partner, Officer Carlos Baker. Officials have called it an accident, but her family and the public deserve more than words. They deserve the truth.
Now, just two months later, the same officer is accused of violently assaulting another female officer at a Wicker Park bar. According to the victim, Baker and another woman pressured her to delete cellphone videos. When she refused, they allegedly struck her in the face, splitting her lip and requiring stitches.
These latest allegations are not isolated. Since joining CPD in 2021, Baker has faced more than a dozen misconduct complaints, including previous accusations of threatening or intimidating women. Many of these occurred while he was still a probationary officer, a time when the department could have removed him more easily. Yet, despite repeated warning signs, he remained armed and on the force.
This is a systemic failure that goes beyond one man’s actions. A pattern of alleged violence against women should have triggered intervention long before a fellow officer lost her life. Now the public is left to ask whether Officer Rivera might still be alive if the department had acted on Baker’s history.
We need an independent and transparent investigation into the circumstances of Rivera’s death, including the release of all body camera footage from that night, and a thorough review of why Baker was allowed to remain on duty despite his record. The investigation must also examine how past allegations of violence and intimidation against women were handled, and whether proper procedures were followed to protect both officers and the public.
Chicago cannot rebuild trust in its police force while allowing officers with documented patterns of violent behavior to remain on the job. Every officer — and every Chicagoan — deserves to be protected by a department that values integrity, safety, and accountability above all else.
