The tragic death of a 1-year-old toddler, nicknamed KaiKai, who was subjected to various forms of torture leading to his death at the hands of his nanny from the Taiwan Child Welfare League Foundation, has highlighted the urgent need for reform of the social safety net in Taiwan.

For 114 agonizing days, not only was KaiKai subjected to brutal violence in various parts of his tiny body, but he was also deprived of proper food and sleep. On Christmas Eve, KaiKai was found unconscious, only to be left alone in a storage room where he tragically lost his life just hours later. The assigned social worker not only failed to save KaiKai when signs of abuse were shown at an early stage but is also being accused of attempting to cover up the abuser's actions after his death.

Sadly, this heartbreaking story is not an isolated incident. Other defenseless children in Taiwan have suffered similar fates due to systemic failures. According to the Ministry of Health and Welfare in Taiwan, there were 12,646 reported cases of child abuse in Taiwan in 2023 alone. We need comprehensive reforms to ensure that no more children fall victim due to a lack of adequate protection measures or negligence by those responsible for their care.

We demand justice for KaiKai and all other victims of child abuse in Taiwan. We call upon the Taiwanese authorities to conduct an impartial investigation into this case. Those involved must be held accountable for their actions or lack thereof. This is not just for one child; it’s about protecting all defenseless children in Taiwan from such horrific abuse. Furthermore, we urge the government to improve its social safety net from all aspects - including prevention measures, timely intervention strategies, and strengthening existing laws against child abuse so that no more children fall through the cracks.
