Demand Justice for K-9 Officer Horus: Punishment for Neglect Leading to Death

The Issue

This petition seeks justice for K-9 Horus, who tragically passed away on June 20, 2024. We, the undersigned, urge Missouri Attorney General, to investigate this as a felony crime and prosecute the handler rigorously for crimes of deliberate animal abuse, cruelty, torture, and neglect, resulting in the unjust and painful death of K-9 Horus. The handler and K-9 Horus arrived TOGETHER at home after their shift. The handler simply parked the car, rolled up the windows, locked it, and walked away. FORGETTING HIS K-9 PARTNER! K-9 Horus was later found more than six hours later. This was NOT an accident! It is incomprehensible that the handler failed to notice the absence of his partner, when he performed all of those actions before walking away. Just as a civilian would face imprisonment for causing the death of an officer (on or off duty), the same accountability should apply to the handler of K-9 Horus. Please prosecute the handler to the fullest extent of the law, including, but not limited, to serving serious time in prison.

If this was an “accident” as they’re claiming, why all the secrecy surrounding his death and burial location? Why did it take the citizens of Savannah to inquire on K-9 Horus’ whereabouts, for them to learn of his death four days later? Why was it so urgent to bury K-9 Horus immediately, denying him a proper ceremonial burial that he deserved? Their underhanded actions do not correlate or support their claim that this was an accident. They used him. They killed him. They discarded him. This petition also urges their department to cease employing K-9s. It is evident they lack the necessary expertise to adequately care for a K-9 partner, ensuring their well-being and safety. These animals are lives, not mere tools.

K-9 Horus, a faithful and loyal officer, was a 5 year old German Shepherd assigned to the Savannah, MO Police Department. The public contributed funds to help the Savannah, MO Police Department get K-9 Horus and entrusted them and his handler to take care of him. The handler's actions in the aforementioned incident cannot be deemed accidental. To do so is to diminish the dedicated service that K-9 Horus provided to his handler, the department, and the citizens of Savannah, MO. What the handler did is appalling and a disgrace.

Let’s be clear. Stubbing your toe is an accident. Your car hitting an object is an accident. Spilling a drink is an accident. LEAVING A LIVING BEING IN A SWELTERING HOT CAR, AND GOING HOME AFTER THEIR SHIFT ENDED, IS NOT AN ACCIDENT!
