Demand Justice for Dog Tortured With Explosives in Texas

The Issue

In late July, a woman in Franklin, Texas made a heartbreaking discovery: a small dog, barely alive, left with catastrophic injuries along Little Mississippi Cemetery Road. His jaw was shattered, his chest torn open, and his face so badly traumatized that veterinarians had no choice but to euthanize him. Investigators believe an explosive device — likely a firework — was deliberately used to torture this defenseless animal.

This was not an accident. This was a calculated act of cruelty. And unless we act, the person responsible may never face justice.

The Robertson County Sheriff’s Office has confirmed the injuries are consistent with explosives and has called the case “horrible.” Animal Wellness Action has already doubled its reward to $10,000 for information leading to an arrest and conviction. But local efforts are not enough. Animal cruelty of this magnitude demands a stronger response at every level of government.

Experts have long warned of the connection between cruelty to animals and violence toward people. When someone tortures a dog in this way, it is not just an isolated crime — it is a warning sign of deeper danger. Families in Franklin, across Texas, and throughout the country deserve to know that law enforcement takes these cases seriously.

That is why we are calling on Sheriff Bill Ruland of Robertson County, the Texas Legislature, and Congress to act without delay. Local officials must pursue a full investigation and prosecution of the perpetrator of this horrific crime. State lawmakers must strengthen enforcement of animal cruelty laws so that no one in Texas doubts the consequences of such violence. And Congress must pass the Animal Cruelty Enforcement (ACE) Act (H.R. 1477) and the FBI Animal Cruelty Taskforce Act (H.R. 3683) so that federal resources are devoted to tracking and punishing these crimes nationwide.
