For nearly three years, neighbors in Dania Beach begged for help. They called authorities again and again to report a dog living in filth — tied to a lawnmower, crying through the heat, without food, water, or shelter. Each time, the system looked the other way.
His name was Keys.
Animal control showed up at least twice. Once they dropped off a plastic doghouse and closed the file. Another time, they found no shelter but claimed there was no violation. And many of the calls — including the earliest warnings — were never even registered because anonymous tips weren’t recorded.
Then one day, the smell of decay filled the air. Neighbors searched yards, fearing the worst. They found Keys, dead. Chained to that same lawnmower, left behind by an owner who had simply driven away. His body was covered in maggots. He had no chance.
This is what happens when a system is built to ignore suffering. When calls for help vanish. When officials check boxes instead of saving lives. When no one follows up until it’s far too late.
Now, after three years of silence, Broward County wants the public to believe “nothing justified removal.” But Keys is dead — and that’s all the justification we need to demand change.
We’re calling on Broward County to overhaul its animal cruelty response system immediately. Every report must be tracked. Every visit must be documented. And no animal should ever fall through the cracks again because someone didn’t give their name on a call.
Keys should have been rescued. Instead, he died alone — not from lack of warnings, but from lack of action.
