The Issue
Chewy came into our clinic over a month ago with a history of being unable to move for at least 3 months. Behind those innocent eyes lay a tale of suffering. He arrived in our care bearing the scars of multiple chronic fractures, each one a testament to the neglect he endured. Our hearts broke as we witnessed his struggles during the x-rays we took, knowing the pain he was in. Yet, despite the obvious signs of distress, the City of Virginia Beach Prosecutor insists that Chewy was not in pain.
This is not just a matter of differing opinions; it is a grave injustice. By dismissing Chewy’s suffering, the authorities not only failed him but set a precedent that allows animal neglect to go unpunished. This is a call to the City of Virginia Beach to recognize the weight of their inaction and the peril it presents to other animals at risk. Chewy's death must not be in vain. We owe it to him and others like him to ensure that his story catalyzes change rather than fades into obscurity.
Numerous studies and observations by veterinary experts confirm that animals, like humans, experience pain. Chronic fractures undoubtedly placed Chewy in a state of constant agony, making him a victim in desperate need of empathy and care. Yet, the negligence of responsible figures meant his cries went unheard, his suffering unseen by those with the power to intervene.
Concrete policy change is urgently needed. We propose mandatory animal welfare training for all public officials involved with such cases and the establishment of a dedicated team to review and act upon reports of animal neglect. By implementing these changes, Virginia Beach can transform from a place of neglect to a beacon of compassion and protection for animals.

A radiologist review of his x-rays found that, “…the reported thoracic and pelvic limb abnormalities have variable chronicity and could be an indication of repeated trauma resulting in osteopenia or disuse osteopenia causing the pelvic limb fractures with subsequent subluxation. Additionally osteopenia is thought more likely to represent disuse as opposed to primary/secondary hyperparathyroidism…"
