The Issue
On Tuesday morning, 51 years old Army veteran Manuel “Manny” A. Rosado Jr. was fatally shot outside his home in Seminole County, Florida. Manny had just returned from work — he had spent the day setting up as a vendor for an event for his employer, AJA Video Systems, where he worked faithfully for 16 years.
When Manny arrived at his neighborhood, he noticed two individuals arguing inside a vehicle parked on his street. Manny approached only out of concern, intending to check whether anyone needed help or was unsafe. Manny was known by everyone who loved him as calm, steady, protective, and always tried to de-escalate matters.
At that moment, Manny was shot repeatedly and died at the scene, on his own street.
The shooter has invoked Florida’s Stand-Your-Ground statute, and no arrest has been made.
This petition is not about assigning guilt — the legal system will determine that.
This petition is about demanding due process, transparency, and a full investigative review under Florida law, including:
• A full and fair investigation into the circumstances of Manny’s death
• A complete evaluation of motive, witness statements, threat assessment, and forensics
• A legal review of the Stand-Your-Ground claim in relation to Manny’s actions
• The protection of Manny’s rights as a victim under Florida victim rights law
Stand-Your-Ground law was never intended to shield violence against an individuals who were not threatening or attacking anyone. Manny was a military veteran, husband, father, neighbor, and provider — a man with a peaceful history and a reputation for helping others, not harming them.
Manny served in the U.S. Army from 1993–2002, earning an Honorable Discharge and representing his country with strength and integrity. After his service, he worked nearly two decades in the same career, raising a family and living quietly and responsibly.
Manny leaves behind three children:
• His son currently enlisted in the United States Navy, who is returning home grieving the loss of his father instead of being welcomed on his first homecoming from service
• Two daughters, including one graduating from high school this year
The family cannot even have an open casket due to the extent of Manny’s injuries. This is not a theoretical debate — this is the violent loss of a human being, a father, a veteran, and a peaceful neighbor.
We are asking:
1 The Seminole County Sheriff’s Office, the State Attorney’s Office, and appropriate oversight agencies to ensure a full and transparent investigation
2 A legal evaluation determining whether Stand-Your-Ground is being used appropriately under these circumstances
3 Respect and enforcement of victim rights and trauma support for Manny’s grieving family, who wasn’t informed by investigators, or the Sheriff department at the time of the events.
The way his family discovered the incident was by his own wife, pinning his car, and walking towards the scene of the crime.
Why we need public awareness?
Without transparency and public scrutiny, Manny’s death risks being quietly dismissed. His family — including a young Navy service member — should not be left fighting alone for answers.
Public awareness is one of the most powerful tools to ensure:
• accountability
• investigative urgency
• review beyond a single officer’s interpretation
• acknowledgment of Manny’s rights as a victim
• and a fair and complete examination of the facts
This is not anti-law enforcement.
