🔹 FACTUAL & LEGAL BASIS — NO CONSENT, NO TRANSFER, NO “REHOMING”
 
1. I am Matthew’s biological mother and sole legal guardian from birth. I never signed, agreed, or consented to any transfer of custody, parental rights, or care of my son.
2. Raoul Herbin Ngapa did not receive Matthew by agreement, gift, or voluntary placement. He took him without permission, without court order, and without any legal process whatsoever. This was an abduction not a handover, adoption, or rehoming.
3. No court in the UK, Cameroon, Romania, or any country has ever granted him parental rights, custody, or guardianship. He has zero legal standing to claim “ownership” or permanent care.
4. Possession ≠ Right. His 12 years of keeping Matthew hidden is not “establishing a family” it is concealing a crime. Every day of unlawful retention is a continuing offence under UK law, the Hague Convention, and international child protection standards.
5. “Rehoming” requires full, informed, written consent + legal approval. Neither existed. This is kidnapping, not placement.
6. Matthew’s true identity, heritage, family, and right to his mother were deliberately hidden from him  a severe violation of his fundamental human rights.
 
🔹 FORMAL LEGAL CLAIM
 
- I retain full, unbroken, undisputed parental rights they were never surrendered, transferred, or terminated by any lawful authority.
- Raoul Herbin Ngapa’s claim to “own” or “keep” Matthew is factually false, legally void, and morally unjustified. It exists only through his own unlawful act the law does not reward or legitimise abduction, no matter how much time passes.
 Matthew belongs to me not to him by birth, by law, and by right.
 
🔹 URGENT REQUEST TO ALL AUTHORITIES
 
Please record this statement as official evidence. Reject any claim by Raoul Herbin Ngapa that he “kept” or “owns” Matthew — he has no legal or moral basis. Treat this as a clear case of child abduction. Locate both immediately and return Matthew to his rightful mother.
