Dear Sir/Madam,
I am writing this formal report as the SOLE LEGAL PARENT and only holder of Parental Responsibility for my son, Matthew Isaiah Moldovan (also known by his Hebrew name Eliyahu Avraham Grinberg). My name appears exclusively on both his UK and Romanian birth certificates; the section for “father” is recorded as “UNKNOWN” on all legal documents. I am his only lawful guardian and the only person entitled to his care, custody, and upbringing.
On or around 2014, while I lived in London, my son — then less than one year old — was unlawfully abducted and removed from my care by Mr Raoul Herbin Ngapa, operating under the alias Raoul Santana. He took Matthew without my consent, without any court order, and in direct violation of my sole parental rights. Since that date over 12 years ago Matthew has been hidden, moved repeatedly, and completely cut off from me, his family, and his rights. I have endured over 12 years of sleepless nights, trauma, and grief fighting lawfully and peacefully to recover him.
I now have verified information that my son Matthew is currently being held at:

✅ FACTS PROVING THIS IS A CRIMINAL MATTER:
1. Mr Ngapa has NO legal right to be in the UK:
He entered as a visitor in 2012. His asylum claim was formally refused, all appeals exhausted, and he has had NO valid leave to remain since November 2016. He is here unlawfully, has no right to work or claim public funds, and survives only on limited support while hiding his status. He uses my son solely as a human shield to avoid deportation.
2. Mr Ngapa is a convicted criminal:
On 21 October 2016, he pleaded GUILTY to possession and use of false identity documents (Section 4 Identity Documents Act 2010). This conviction triggers AUTOMATIC DEPORTATION under Section 32 UK Borders Act 2007.
3. He lives a life of deception:
- He uses the alias “Raoul Santana” and multiple other false names.
- He operates three separate Facebook accounts under different identities to avoid detection.
- I have obtained his last known mobile telephone number, which I am providing to police for tracing purposes.
- All this proves he cannot act openly or honestly, and seeks only to hide his true self and his crimes.
4. Mr Ngapa has NO rights whatsoever over Matthew:
He is NOT named, recognised, or recorded as father, guardian, or legal parent in any official UK or government document. He has no Parental Responsibility, no court order, and no legal authority to care for or keep my son.
5. He has NO entitlement to any support for Matthew:
As he is not the legal parent and is here unlawfully, he cannot claim Child Benefit, Universal Credit, or any child-related support. Any claim he makes is fraudulent. Only I, as sole legal mother, am entitled to claim for him.
6. Serious offences committed:
- Child Abduction Act 1984: Unlawful removal & retention of an infant who could not consent or object.
- Modern Slavery Act 2015: Using the child as a bargaining chip/hostage to avoid removal.
- Emotional Abuse: Systematically erasing his identity — telling him he has no mother, is not Romanian, not Jewish.
- Fraud & Abuse of System: Remaining here illegally, using false details, exploiting a child for support and status.
- Threats: “If I am deported, I will take the child to Cameroon forever.”
✅ THE TRUTH ABOUT HIS CLAIMS AND MY ENDURING LOVE
He demanded I abort him: When he learned I was pregnant, he beat and threatened me to end the pregnancy. I refused — I chose Matthew, and he has hated me for it ever since. He only returned after birth when he saw he could use my son to stay in the UK.
He erased me from records: My name is removed or blank on documents he controlled — falsely implying I am dead or do not exist. This is deliberate fraud to cut me off completely.
He tried to question my legal actions: I registered Matthew with my GP as his rightful mother. When he found out, he contacted the practice falsely claiming rights and raising false “child protection” concerns — purely because I had lawfully claimed my own son.
He blocked me at every turn: Gifts left at offices never reached him. A professional admitted knowing where he was but refused to tell me. Letters and cards sent for years go unanswered — he hides them all.
I searched even in labour: I walked London streets heavily pregnant looking for him — and went into labour while searching. Daniel was born one week later. I carried a newborn and a broken heart, but never stopped looking for my oldest son.
I searched across continents too: I travelled to Africa to pursue every possible lead. I spoke to local authorities, put up missing person posters, asked communities for help, and took his younger brother Daniel with me — so he would know his big brother, and so everyone would see I was not giving up.
The empty pushchair: I bought a double pram for both boys. Matthew’s seat remained empty for years while I pushed it searching for him. It stands as proof half my family was stolen from us. I also keep an original photograph of Matthew from when he was small — clear proof of who he is, and of the life we had before he was taken.
Twelve years of birthdays: Every year from age 1 to 12, we celebrated his birthday, lit candles, and spoke his full name — including his Hebrew identity Eliyahu Avraham Grinberg. I will hold his Bar Mitzvah and 13th birthday next year, whether we are reunited by then or not. He will never be forgotten.
I am securing his future now: I have applied to register Matthew at Yavneh Boys High School — to honour his Jewish heritage and prepare a place ready for his safe return. Any medical or educational arrangements made by Mr Ngapa are unlawful and invalid.
✅ WHY HIS CLAIMS I AM “UNFIT” ARE LIES
- He is the violent one: He stalked, beat, and threatened me. I fled his abuse — not because I could not care for my child.
- I raised my younger son perfectly: Daniel is now 9 years old, raised solely by me with no safeguarding issues, no social services involvement, and no concerns ever raised.
- I have fought for 12 years: A mother who does not care does not search, fight, celebrate, and wait for over a decade — across two continents.
- My hardship was caused by him and others — not by being a bad mother.
✅ URGENT DEMANDS — I REQUEST YOU TAKE ACTION IMMEDIATELY:
1. Send officers to 2 Diana House, Mercyside, Percy Street, Liverpool L8 7LU to safely recover Matthew.
2. Arrest Raoul Herbin Ngapa (alias Santana) for abduction, immigration offences, fraud, and perverting the course of justice.
3. Use his known mobile number and social media accounts to trace and locate him before he moves or hides Matthew again.
4. Return Matthew directly to me — his only legal mother — without delay.
5. Confirm my sole entitlement to all child benefits and support.
6. Uphold my right to register him at school and with professionals of my choice.
7. Begin deportation proceedings against Mr Ngapa as required by law.
I have waited 12 years. I have proof, I have rights, and I have never stopped loving him. Please act before he moves him again, or takes him out of the country forever.
