1. MY LEGAL POSITION
 
I am the SOLE LEGAL PARENT and only holder of Parental Responsibility for Matthew Isaiah Moldovan. My name appears exclusively on both his UK and Romanian birth certificates; the section for “father” is recorded as UNKNOWN on all official documents. I am the only person lawfully entitled to make decisions about his education, health, and upbringing.
 
 
 
2. THE CIRCUMSTANCES OF HIS ABSENCE
 
When Matthew was less than one year old, he was unlawfully abducted and removed from my care by Mr Raoul Herbin Ngapa (also known as Raoul Santana). He took my son without my consent, without any court order, and in direct violation of my legal rights.
 
Since 2014, Matthew has been hidden, moved repeatedly, and completely cut off from me, his family, and his true identity. I have spent over 12 years searching for him, reporting this crime to police, and fighting lawfully to bring him home.
 
Mr Ngapa has NO legal rights over Matthew:
 
- He is NOT named or recognised as a parent on any official record.
- He has no court order, no Parental Responsibility, and no authority to make any decisions for my son.
- He is in the UK unlawfully, his asylum claim was refused, and he has a criminal conviction for using false identity documents.
- Any attempt he makes to enrol Matthew, contact the school, or make claims about him is unlawful, invalid, and fraudulent.
 
 
3. WHY I AM APPLYING NOW
 
I have submitted this application to Yavneh Boys High School because:
✅ It honours his Jewish identity and heritage – his Hebrew name is Eliyahu Avraham Grinberg, and I am determined he grows up knowing and valuing every part of who he is.
✅ I am preparing a safe, loving, permanent place for him ready for the moment he is returned to me.
✅ I am exercising my legal right as his mother to choose his education – a right no one can take away.
 
4. MY COMMITMENT TO HIM
 
For 12 years I have kept his memory alive:
 
- Celebrated every birthday from age 1 to 12, speaking his full name.
- Kept belongings ready for him, including the pushchair I bought for him and his brother.
- Searched for him while heavily pregnant with his younger son, going into labour while looking for him.
- Planned his Bar Mitzvah and 13th birthday celebration, no matter how long it takes.
 
This is not the action of a mother who abandoned him – this is the action of a mother who will never let him be erased, forgotten, or denied his true self.
 
 
 
5. URGENT REQUESTS
 
1. Please accept this application as the only lawful and valid application for Matthew.
2. Please contact me directly for all matters relating to his admission – do not communicate with Mr Ngapa regarding my son.
3. Please hold this place open ready for his safe return to me.
4. If you receive any information or approach from anyone else claiming rights over Matthew, please inform me immediately.
