SOLE LEGAL PARENT REPORT – IMMEDIATE ACTION REQUIRED

Dear Sir/Madam,
I am writing this formal report as the SOLE LEGAL PARENT and only holder of Parental Responsibility for my son, Matthew Isaiah Moldovan. My name appears exclusively on both his UK and Romanian birth certificates; the section for “father” is recorded as “UNKNOWN” on all legal documents. I am his only lawful guardian and the only person entitled to his care, custody, and upbringing.
On or around 2014, my son was unlawfully abducted and removed from my care by Mr Raoul Herbin Ngapa, operating under the alias Raoul Santana. He took Matthew without my consent, without any court order, and in direct violation of my sole parental rights. Since that date over 11 years ago Matthew has been hidden, moved repeatedly, and completely cut off from me, his family, and his rights. I have endured over 11 years of sleepless nights, trauma, and grief fighting lawfully and peacefully to recover him
I now have verified information that my son Matthew is currently being held at:

✅ FACTS PROVING THIS IS A CRIMINAL MATTER:
1. Mr Ngapa has NO legal right to be in the UK:
He entered as a visitor in 2012, overstayed, had asylum refused 2014, appeal abandoned, and has had NO valid leave to remain since November 2016. He is here unlawfully, survives on £10/day support, and is prohibited from working or residing here.
2. Mr Ngapa is a convicted criminal:
On 21 October 2016, he pleaded GUILTY to possession and use of false identity documents (Section 4 Identity Documents Act 2010). This conviction triggers AUTOMATIC DEPORTATION under Section 32 UK Borders Act 2007. He uses the alias “Santana” to deceive authorities and evade detection.
3. Mr Ngapa has NO rights whatsoever over Matthew:
He is NOT named, recognised, or recorded as father, guardian, or legal parent in any official UK or government document. He has no Parental Responsibility, no court order, and no legal authority to care for or keep my son.
4. Serious offences committed:
- Child Abduction Act 1984: Unlawful removal & retention of a child by a person with no right.
- Modern Slavery Act 2015: Trafficking & movement of the child between UK and Cameroon to evade authorities; using the child as a bargaining chip/hostage.
- Emotional Abuse: Systematically erasing the child’s identity — telling him “You have no mother”, “You are not Romanian”, “You are not Jewish” — a violation of his human rights and UN Convention on the Rights of the Child.
- Threats: He has openly stated: “If I am deported, I will take the child to Cameroon forever” — confirming he holds Matthew only to avoid removal.
✅ THE TRUTH ABOUT HIS CLAIMS AND HIS ACTIONS
His claim that I was his “partner” is a lie used to hide abuse and crime:
He stalked me, pressured me, and took advantage of my vulnerability, language barriers, and difficult circumstances. He never treated me as an equal partner — he sought only control. When he learned I was pregnant, he demanded I have an abortion and “get rid of the child”. He beat me and threatened me because I refused to end my pregnancy.
He only returned after Matthew was born because he saw he could use him:
He did not come back out of care or a desire to be a father. Once Matthew was born, he realised my son could be used as a human shield to stop his own deportation. He saw a way to stay in the UK, not a child to love. This proves he has never acted in Matthew’s best interests — only his own.
✅ RESPONSE TO HIS FALSE CLAIMS THAT I AM “UNFIT”
He makes these accusations only to hide his own crimes and stop me recovering my son. They are completely false and disproven by fact:
- He is the one with history of violence against me: He stalked me, beat me, and threatened me because I refused to end my pregnancy with Matthew. I fled in 2014 to escape his abuse — not because I could not care for my child.
- I have proven I am a fit, loving mother: I have raised my younger son alone from birth to age 9, with no safeguarding concerns, no social services involvement, and no issues reported of any kind.
- I am stable and settled: I have permanent accommodation, settled status, and have spent 12 years fighting every day to find and bring back my son. A mother who does not care would not fight for over a decade.
- He twists my hardship into lies: When I was poor, scammed, or struggling — that was because of his actions and bad people hurting me — not because I cannot love or care for my children.
- The truth: He is the criminal, he is here illegally, he has abused me and used my son as a shield. He accuses me of what he is himself.
✅ URGENT DEMANDS — I REQUEST YOU TAKE ACTION WITHIN HOURS
Under your duty to protect children, enforce criminal law, and uphold the rights of a sole legal parent:
1. Deploy officers immediately to 2 Diana House, Mercyside, Percy Street, Liverpool L8 7LU to locate, secure, and safely recover Matthew Isaiah Moldovan.
2. Arrest Raoul Herbin Ngapa (alias Santana) for:
- Child Abduction / Unlawful Retention of a Child
- Immigration Offence — Unlawful Presence
- Possession of False Identity Documents / Fraud
3. Return Matthew directly to me, his only legal parent, without delay.
4. Issue a formal reference number for this report and confirm in writing the action taken.
5. Initiate deportation proceedings against Mr Ngapa as required by law.
I have waited over 12 years. I have exhausted every other route. I now know exactly where my son is. Do not let him be moved again, or taken back to Cameroon where I can never reach him. I beg you to act now, before it is too late.
I enclose all supporting documents: Original birth certificates, proof of conviction, immigration history, witness statements, police reports of his violence, and full case file.
