The institutional stonewalling is astonishing, meanwhile survivors struggle with years of mental health and physical issues related to cPTSD. 

Disgusted with the system.   It cares more about punishing people who speak up and traumatizing them than it does actually doing a single f*cking thing about the perpetrator.   But if you do ONE thing wrong, you can be sure you'll be arrested.   Not him though.  Not him!
