We’ve now learned that multiple women have experienced the same pattern of harassment from this individual—being singled out, shown pornographic images, other aggravated acts and then threatened if they considered reporting. While I was initially told to go to the magistrate, the local sheriff dismissed it as a “non-reportable event.” That decision has left many of us without formal recourse, despite clear evidence that this is not an isolated incident.
This man has been able to intimidate and terrorize women across our community with little consequence. There has been no apology, no mediation, and certainly no formal offender status.
It’s critical that we document these experiences. If you have been impacted, please make a report directly to the Town of Cape Charles at the following link:

Every report helps establish a record and shows the town that this is not an isolated or “non-reportable” issue.
The emotional toll on victims should never be dismissed.
