The Issue

Two Palestinian men—Montasir Abdullah and Yusuf Asasa—raised their hands to surrender in Jenin. They were unarmed. They lifted their shirts to show they carried no explosives.

Moments later, video shows Israeli forces opening fire.

This was not a battlefield. This was an apparent extrajudicial execution, captured on camera and condemned around the world. The United Nations called it “a brazen killing” and “yet another apparent summary execution.” But Israel’s National Security Minister praised the soldiers, saying “terrorists should die.”

There was no trial. No due process. No accountability.

We are calling on the United Nations Human Rights Council, the Office of the UN High Commissioner for Human Rights, and the International Criminal Court to immediately launch an independent international investigation into the killings in Jenin—and into the broader pattern of lethal force being used in the occupied West Bank.

This is not an isolated incident. Settler violence is at record highs. More than 260 attacks against Palestinians were recorded in October alone. Meanwhile, human rights organizations have documented a rising number of Palestinian deaths, including children, in IDF raids.

If these killings go unpunished, the message is clear: Palestinian lives do not count.

International law exists for a reason. It is time for the global community to uphold it. We demand full transparency, accountability, and justice for the victims of this deadly shooting—and for all civilians living under occupation.

Sign to say: the world is watching. And silence is complicity.
