We, the undersigned citizens, animal welfare volunteers, NGOs, and concerned stakeholders, hereby submit this petition seeking the immediate suspension of Dr. Muthukumarasamy from his position in the Animal Welfare Board of India (AWBI), pending a full, fair, and independent inquiry.

Grounds for the Petition

Misleading and Inaccurate SOP Issued by AWBI
The Standard Operating Procedures recently issued have resulted in widespread confusion, misinterpretation, and potential harm to community animals. Multiple clauses contradict established animal welfare laws, including the Prevention of Cruelty to Animals Act, and have raised serious concerns among animal welfare organizations.
Failure to Uphold True Animal Welfare Principles
The decisions taken under the authority of Dr. Muthukumarasamy have consistently failed to reflect the core purpose of AWBI — the protection and welfare of animals. Community feeders, rescuers, and NGOs have reported severe practical difficulties and rising cruelty cases directly following the implementation of the SOP.
Allegations of Misuse of Authority and Public Distrust
There is growing concern that, under the guise of animal welfare, funds are being collected and utilized without adequate transparency or demonstrable impact. This has led to a serious erosion of public trust in AWBI’s leadership.
Increasing Risk to Community Animals
Instead of safeguarding stray animals, several actions and policies under the present leadership have contributed to increased hostility, displacement, and cruelty towards the voiceless animals whom AWBI is legally mandated to protect.

Our Prayer

In light of the above concerns, we humbly request:

Immediate suspension of Dr. Muthukumarasamy from his current position to prevent further administrative missteps.
A transparent, independent, and time-bound inquiry into the decisions, policies, and directives issued under his leadership.
Appointment of an interim, qualified, and impartial authority within AWBI to ensure that animal welfare laws and policies are implemented correctly and humanely.
Urgent review and withdrawal of the misleading SOP, pending correction in line with Indian laws, court directions, and ground realities.

Why This Matter is Urgent

Every day of delay results in irreversible harm to stray animals across India. The leadership of AWBI must reflect compassion, legality, and competence. We therefore request swift intervention by the Central Government to restore accountability, transparency, and genuine animal protection.
