The Issue

To the City of Killeen, Killeen City Council, Public Works Department, Engineering Division, Transportation Division, and Killeen Police Department:


We, the undersigned residents, families, business owners, commuters, and concerned members of the Killeen community, are calling for immediate action to address the dangerous traffic conditions on Rosewood Drive at and near its intersection with Glenwood Drive.

Our community has witnessed repeated crashes in this area. Residents report that more than five crashes have occurred in or near this location during the summer of 2026 alone. On the morning of July 30, 2026, another major crash occurred on Rosewood Drive between Glenwood Drive and Parkwood Drive and was reported as fatal.

This is not an isolated inconvenience. It is a serious and potentially life-threatening public-safety problem.

Every additional delay places drivers, passengers, nearby residents, pedestrians, cyclists, emergency responders, and families traveling through this area at continued risk. Community members should not have to wait for another person to be seriously injured or killed before meaningful corrective action is taken.

We respectfully demand that the City of Killeen:
-Immediately initiate a comprehensive traffic-safety and engineering study of Rosewood Drive at Glenwood Drive and the surrounding Rosewood–Glenwood–Parkwood corridor.
-Review complete crash data for this location, including the number, frequency, severity, causes, direction of travel, turning movements, speeds, injuries, and fatalities associated with crashes during at least the previous five years.
-Evaluate traffic volume, vehicle speeds, sight distance, roadway design, turning movements, lighting, signage, pavement markings, pedestrian safety, nearby development, and peak-hour traffic conditions.
-Install appropriate temporary safety measures while the full study is being completed. These measures could include additional warning signs, enhanced lighting, speed-feedback equipment, temporary traffic-control devices, increased enforcement, or other measures recommended by qualified traffic engineers.
-Evaluate permanent improvements, including—but not limited to—a traffic signal, all-way stop control, protected turn lanes, turn restrictions, median modifications, flashing warning devices, improved illumination, speed-management measures, redesigned lane markings, or other appropriate engineering solutions.
-Publicly release the results of the traffic study, the City’s recommended corrective actions, and a specific implementation timeline.
-Present the findings and proposed response during a public Killeen City Council meeting so that affected residents can receive answers and provide input.

We understand that the appropriate permanent solution must be determined through professional engineering analysis. However, the repeated crashes and community concern justify immediate investigation, interim protection, public transparency, and a firm plan of action.

This petition is not intended to assign blame for any individual crash or predetermine the findings of an ongoing investigation. Its purpose is to prevent future injuries and deaths by ensuring that documented community concerns and the pattern of crashes receive urgent professional attention.

We ask the City of Killeen to act before another family is forced to experience a preventable tragedy.

Our message is simple:
Study the danger. Protect the public. Fix the problem.

The City of Killeen is installing a traffic control light at Aspen and Rosewood. Once that is installed we can do a traffic warrant study to see if another traffic mitigation device would be needed at Glenwood or Parkwood.
