Demand Hawaii Pass Pet Breeder Regulations to End the Shelter Overcapacity Crisis
The Issue
Hawaii is one of the only states in the country with zero regulations on pet breeders. No space requirements. No health standards. No oversight. And animal shelters across the state are paying the price.
The Hawaiian Humane Society has been fighting for breeder regulation bills every legislative session for years. Every year those bills have failed. Meanwhile shelters across Hawaii are so overcrowded that the Hawaiian Humane Society recently waived dog adoption fees entirely just to manage the overflow.
The problem is straightforward. When anyone can breed pets with no standards and no accountability, animals multiply faster than homes can be found for them. Those animals end up in shelters. Those shelters run out of space. And the cycle continues.
Most states have rules requiring breeders to provide adequate space, proper housing, and socialization for animals. Hawaii has none of that. A content creator visiting Maui earlier this year was approached by someone openly selling puppies on the street for $200 each. That is what unregulated breeding looks like in practice.
Hawaii's legislators have had the chance to fix this. They have not. It is time for the public to make clear that this is not acceptable.
