On August 31, deputies from the Baldwin County Sheriff's Office found a shocking scene on a property in Bay Minette, Alabama. Inside a chain-link kennel, they discovered a dog that had already died. In two other kennels nearby, 15 more dogs and a cat were trapped without food or clean water, several of them dangerously thin from starvation.

The property's owner, Jessica Phillips, was arrested and charged with aggravated animal cruelty. The surviving animals are now getting medical care at Baldwin County Animal Shelter, but they can't be adopted until they recover. Investigators say more charges could still be added as the case moves forward.

Leaving animals to starve inside locked kennels doesn't happen by accident. It's neglect that led directly to one animal's death and left 15 others suffering. Cases like this too often end with penalties that don't match the harm caused.

We're calling on the Baldwin County District Attorney's Office to pursue the maximum penalty allowed under Alabama's aggravated animal cruelty law, and to follow through on any additional charges the investigation uncovers. Animals depend entirely on the people responsible for their care. When that care disappears completely, the law needs to respond with real consequences, not a lighter sentence that treats their suffering as minor.
