As concerned citizens of the United States, we urge Congress to take immediate action to address the rising crisis of electronic harassment. This form of abuse includes the use of digital technologies-such as social media, emails, tracking devices, spyware, and electromagnetic tools-to intimidate, stalk, manipulate, or psychologically harm individuals.
Current laws vary from state to state and often do not address the complex, non-physical nature of this harassment. We call on Congress to:- Enact federal laws that define and criminalize electronic harassment.- Treat such actions as federal offenses, especially in cases involving interstate communications or digital tools.- Set clear penalties and legal definitions to ensure consistent enforcement.- Create a national framework for reporting, investigating, and supporting victims.- Fund public education and law enforcement training on emerging electronic threats.
