The Issue

A 2.5% shift might look like a minor technical adjustment on a spreadsheet, but for thousands of high school students across Scotland, it was devastating.

That 2.5% gap represents the difference between securing a university offer or losing it, getting into a desired pathway or being told years of hard work weren't enough.

 All because of standardisation decisions made behind closed doors.

Qualifications Scotland was established to restore trust, transparency, and fairness to Scottish education. Yet, in its very first national exam diet, it has repeated the same missteps that students have protested against for years. Expecting young people to absorb the impact of shifted grade boundaries without accountability is unacceptable.

We aren't asking for unearned marks. We are demanding fairness, clarity, and accountability.

We are calling on Qualifications Scotland and the Cabinet Secretary for Education to:

  1. Publish full transparency data on how the 2.5% boundary shift was calculated for the 2026 Higher Mathematics diet.
  2. Conduct an immediate independent review of the paper's difficulty compared to historic cohort performance.
  3. Provide immediate guidance and flexibility for schools handling appeals for impacted students.

If a brand-new examination body begins its tenure by ignoring student outcomes and undermining confidence in national qualifications, what precedent does that set for the future of Scottish education?
