To Amend MD’s requirement to wait 7 days for the purchase of a regulated firearm to permit cash and carry sales of regulated firearms after the first purchase of a firearm. 

The logic of the 7 day wait is to prevent someone purchasing a firearm out of impulse and proceeding to harm someone or a group. That logic however, falls short of being reasonable after the first purchase of a firearm. If someone who already owns a firearm wants to harm someone the 7 day wait on a new regulated firearm will not prevent them from using the firearm already owned, thus nullifying the intent of the law.
