Demand calderdale council address land contamination in our community

27 years ago I bought my house in Todmorden.

The community where I live has been severely impacted by INWIT Ltd.'s unacceptable and irresponsible level of neglect of the land that both they and Calderdale Council have owned for over 12yrs and it is situated at the heart of our community 

 

Last year we formed the Gledhill Community Project to facilitate the recovery of that land whilst striving to get it recognised as an Asset of Community Value by Calderdale Council.

 

Together friends and local residents, worked tirelessly to bring our fractured community together in the recovery of this area, transforming it from the serious environmental health issue that it had become into managing to successfully getting it recognised as an Asset of Community Value (ACV)  on the 1st of October of 2025.


In having removed years of fly tipped commercial waste, having recovered the public access, by following a development plan that has been delivered by the Gledhill Community Project, we have continued in striving to transform this open green space to meet the needs of our community and we continue to work, to bring a sense of pride and achievement back to our neighbourhood.

However, we discovered a large cache of Asbestos,  the GCP enlisted the help of a contamination specialist who tested some samples found.

 

Extra safeguarding measures were then immediately implemented and the area where the discoveries were made, fenced off for public safety.

This site is contaminated from a legacy of negligence that INWIT Ltd. never properly addressed as all the evidence points to it being asbestos from a previous existing building that has been discovered buried beneath multiple layers of collapsed Herris fencing and it is spread across two of the four ACV title deeds.

 

This is a most serious issue that must be addressed.


This contamination not only undermines the hard work and dedication our community invested to restore the area, but also poses serious health risks and legal challenges to our residents. We are particularly concerned about the potential harm asbestos poses to our families, especially young children who frequent these community spaces.

 

Calderdale Council served a notice of intention to sell on behalf of INWIT Ltd on the 5th of May 2026, notifying The Gledhill Community Project on the 8th of May and the formal response from the GCP raised various points of concern along with requesting this notice be withdrawn and that they take the appropriate action on behalf of our community.

 

As yet, so many formally raised questions remain unanswered with Calderdale Council having served the ‘notice of intention of disposal’ on behalf of INWIT Ltd. which implements actions that present a catch-22 scenario for our community where no-one can raise a bid of interest unless constituted, and no-one who is constituted could get insurance to work on this Asset of Community Value with its contamination in place.

For this reason, this petition has been created to urge help and support for our community.

 

Therefore, we urgently request that Calderdale Council serves a formal notice to INWIT Ltd. to remediate the situation and rectify the land contamination in our community. In addition, we demand that Calderdale Council block INWIT Ltd. from issuing any notice of intention to sell until they have conducted the required surveys and remediated the contamination.

The health and safety of our community should not be overshadowed by corporate negligence. By taking these actions, Calderdale Council can support us in continuing the recovery and revitalization of our neighbourhood, ensuring a safe and thriving environment for future generations.

We cannot allow this issue to persist and further erode the trust and vitality of our community. By signing this petition, you are standing with us in demanding accountability from INWIT Ltd. and the protection of our community's wellbeing.
